Policies for Older People and Human Rights: Public Agenda in Latin America and Caribbean Countries

This paper aims to explore aging policies in Latin America and the Caribbean, particularly in countries that have ratified the Inter-American Convention on Protecting the Human Rights of Older Persons (OAS, 2015). The paper will seek to describe the institutional dimension of aging policies, as well as the definition of specific public actions focused on protecting the rights of older adults. These policies will also be analysed based on the priority areas outlined by the Madrid International Plan of Action on Ageing (MIPAA, 2002) and refined through successive reviews in the Latin American context. The countries included in the analysis are Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Mexico, Peru, and Uruguay. The methods rely on a bibliographic and documentary review of policy implementation in each of these countries, organized into 12 rights categories and 4 priority directions in public policy areas. The outcome will be a matrix that outlines, for each country, the actions or public policy programmes, the rights they address, and the corresponding policy area.
