Uruguay has limited information on nursing homes, with no systematic or recent surveys on dependency and health that include them. Furthermore, to estimate the number of Long-Term Care Facilities for the Elderly (named ELEPEM in Spanish) and institutionalized population, Population Censuses fail to provide reliable data as many nursing homes are not properly registered and authorized by the authorities. Using Resident Census data and a specific survey data conducted and provided by the Regulation Division of the Ministry of Social Development, this work presents a characterization of the ELEPEM. With the location information contained in the ELEPEM Census, and using Geographic Information System, ELEPEM were mapped. Based on this information, it is proposed to estimate the underreporting of ELEPEM in the census data by comparing the 2023 Population and Housing Census data from the National Institute of Statistics by geographical regions with the MIDES data. From the regional underreporting rate, it is expected to provide a correction tool for ELEPEM data that can be used for another researchers.
