DEMOGRAPHIC DIVIDEND AND GOVERNANCE IN DEVELOPING AFRICAN COUNTRIES: A BUDGET SENSITIVITY ANALYSIS

This article studies the influence of budget allocation on governance in developing African countries in order to exploit the economic gain provided by the age structure of the population. Based on data calculated by the CREG on the demographic dividend monitoring index in the "institution" and "security" sectors, a VAR model is estimated. It appears that: the operating amounts allocated to institutions positively influence the production of institutional services for the benefit of the population. While the budget allocated to security does not significantly determine the production of the security service taking into account the evolution of the population. Governance remains weak in developing countries. The budgetary effort granted does not seem to go in the direction of producing quality governance services in order to benefit from the demographic dividend in developing African countries.
